The Urban-PREDICT Scientific Steering Group is composed of physical and social scientists with different backgrounds representing six WMO regions: Africa, Asia, North America, South America, South-West Pacific, and Europe. They have a range of specialties: weather prediction model development, urban climatologist, air and water quality, boundary layer meteorology, hydrology, governance, sustainability and climate in cities, societal risk, vulnerability, adaptive capacity, and urban planning policy and economy.

Bio:
Prof. Fei Chen is currently a Professor and Associate Head of Division of Environment and Sustainability at The Hong Kong University of Science and Technology. He previously served over 25 years at the National Center for Atmospheric Research (NCAR), culminating as Deputy Director of the Hydrometeorology Applications Program. His research specializes in land–atmosphere interactions, urbanization impacts on climate, and development of community weather and climate models. In 2025, he received the prestigious Luke Howard Award from the International Association for Urban Climate, recognizing his transformative contributions to urban climate modeling and policy-relevant applications. The award reflects his leadership in developing next-generation urban weather and climate models for localized hazard forecasting, including tools to improve predictions of urban heatwaves, air quality, and extreme precipitation. At HKUST, Prof. Chen spearheads interdisciplinary initiatives integrating physical climate science with AI and sustainability. These efforts inform both academic research and practical tools—such as high-resolution urban prediction systems—for decision-makers across the Asia-Pacific region. He plays a central role in the Urban-PREDICT project under the WWRP, advancing early-warning capabilities in climate-vulnerable cities.

Bio:
Professionally qualified in Architecture and Urbanism in Uruguay, Prof. Ferrari has extensive expertise in sustainable urban planning in Latin American cities, with a focus on community-empowerment, participatory and co-creation processes in the production and management of the built environment, towards increasing resilience and adaptation to climate change. She leads action research focused on community-led climate change-related risk management in Mexico, Colombia and Guatemala. She is currently working on the implementation of co-produced strategies for risk management, including mitigation and climate change adaptation actions in Medellin, incorporating nature-based solutions. In addition, Soledad is leading research with academics from Kyiv and Athens focused on post-crisis urban regeneration https://www.globalurbancollaborative.org. Soledad is Programme Director for the MSc Urban Strategies and Design. She is Co-Chair of the World Weather Research Programme - Urban Prediction Project and is UK representative for the International Committee for Integrated Research on Disaster Risk (IRDR) of the International Science Council (ISC).

Senior Scientist, Urban-Scale Modelling Team
Bio:
Dr Lewis Blunn is a Senior Scientist in the Urban-Scale Modelling Team at the UK Met Office, where he develops ultra-high-resolution (100 m) ensemble weather forecasts for cities. His work focuses on representing urban surfaces in numerical weather prediction to improve forecasts of heatwaves, thunderstorms, and other high-impact events. He also develops machine learning techniques to downscale forecasts efficiently and collaborates on international efforts such as the Paris 2024 Olympics Research Demonstration project. Lewis joined the Met Office in 2021 after a postdoctoral position with Prof. Sue Grimmond at the University of Reading. He earned his PhD at Reading (2016–2020), where he researched boundary-layer turbulence and pollutant transport in cities, and holds an integrated Master’s in Physics from the University of Manchester. Before academia, he worked as a geophysicist on seismic data. His contributions support WMO’s Urban Prediction efforts by advancing operational tools for sub-km forecasting that meet the growing needs of climate-vulnerable cities.

Prof. Gabriela Marques Di Giulio is an Associate Professor in the Department of Environmental Health, School of Public Health, University of São Paulo. She holds a PhD in Environment and Society from UNICAMP (2010), a Master’s in Science and Technology Policy, and degrees in scientific journalism and journalism. She has held research positions in Durham, Stuttgart, and York, and has been an active member of global research networks on climate adaptation. At USP, she co-leads the Environment and Society research group, vice-leads CIRIS on Governance, Risk, and Communication, and is a permanent researcher at INCLINE, where she coordinates the Cities, Vulnerabilities & Climate Change subproject. She has led multiple interdisciplinary projects on climate governance, adaptation, and communication, with a focus on Brazilian cities and Latin America. She also advises national science-policy programs such as Biota/FAPESP and postgraduate training in Global Health and Sustainability. Gabriela is widely published and recognized for advancing knowledge on how social, cultural, and political dimensions shape responses to climate change. Since 2024, she has been a Steering Group member of WWRP’s Urban Prediction Project under WMO.

Bio:
Dr Sara Harrison is a Hazard and Risk Social Scientist at Earth Sciences New Zealand (formerly GNS Science), specialising in the human dimensions of disaster risk reduction, early warning systems, and hazard information services. Her research focuses on designing and implementing people-centred early warning systems, with particular interests in impact-based forecasting and warnings, crisis crowdsourcing and citizen science, disaster data governance, and the use of information and communication technologies to improve risk communication and decision-making. Sara's work explores how diverse data sources, digital technologies, and stakeholder partnerships can support more effective warning systems and enhance public engagement with natural hazards. She is particularly interested in improving the accessibility and usability of hazard and impact data for emergency managers, policymakers, and communities, and in understanding how information systems can better support disaster preparedness and response. She holds a PhD in Emergency Management from Massey University, where her doctoral research examined the data needs and sources required for hydrometeorological impact forecasts and warnings in Aotearoa New Zealand. Her broader expertise spans disaster risk management, impact-based warnings, risk communication, stakeholder engagement, GIS, community resilience, and natural hazards research.

Thara Prabhakaran is the Project Director of Cloud Aerosol Interaction and Precipitation Enhancement Experiment (CAIPEEX) /Physics and Dynamics of Tropical Clouds Indian Institute of Tropical Meteorology, Pune. She obtained her MSc in Physics and MTech in Atmospheric Physics from Pune University, Ph.D. from Institute for Meteorology and Physics, BOKU, Austria. Her areas for research include cloud physics and boundary layer, cloud seeding research and development. She is establishing a centre of excellence for cloud physics and weather modification research; a convective cloud chamber and other facilities and capacities will be developed. She has more than 150 peer-reviewed publications, is an author and has contributed to four books, including a landmark WMO peer-review report. Dr. Prabhakaran is a member of the International Commission for Clouds and Precipitation (ICCP), WMO Weather modification Expert Team Member. She is the recipient of the Anna Mani Award of the Ministry of Earth Sciences.

International Coordination Office (ICO)
To facilitate the smooth operation and execution of Urban-PREDICT, an International Coordination Office (ICO) has been established. The ICO carries a broad portfolio of responsibilities, ranging from project management and coordination to communication, outreach, and operational support, all aimed at ensuring the project’s effectiveness and impact. Serving as the hub of these activities, the Urban-PREDICT ICO is hosted at the IAS-Atmospheric Research Center of the Hong Kong University of Science and Technology (HKUST).
